Proposal and Contract Manager

Home Based Role, USThe Proposal & Contract Manager role is to ensure consistent management of all budget proposalsand contracts through “business process” from initiation of the study award by the Alliance Partner tofinal Work Order execution and any future Change in Scope. The Business Operations Manager servesas the Client’s primary interface for all budget and contractual activities.Key AccountabilitiesOverall management responsibility for the budget proposal and contract process for specific AlliancePartnership accounts including coordination of Operations, Project Management, Legal, BusinessDevelopment and Project Finance to prepare, review and negotiate budget proposals and contracts.* Perform appropriate client/ indication/ therapeutic area research to support proposal* development* Facilitate and add value to strategy meetings to:* Identify issues and client requirements* Negotiate timelines/ final deliverables* Recommend study conduct strategy from a business perspective and internal resourcing based on experience and knowledge of client Terms and Conditions* Lead senior management, multi-disciplinary discussion to assure full and high quality input* Establish agreement on timelines and deliverables from the strategy meeting and follow-up to ensure adherence* Create specific proposal text to:* Accurately reflect strategy discussions* Meet Parexel and client needs/expectations* Assure accuracy and appropriateness of text and attachments* Preparation of budget which reflects both Parexel and client needs:* Assure consistency and competitiveness of budgets* Facilitate pricing discussions with appropriately identified key decision makers including the BU PFD, Director, Partnership Operations and Strategic Account Leader* Ensure appropriate and accurate mapping to Alliance Partner budget specifications* Provide quality client deliverables to strict deadlines* Lead in budget discussions with client* Serve as primary client contact during the negotiation phase* Ongoing interface with client in development of Payment Schedules and Study Work Orders* Ongoing proactive involvement with project management in review of project status, including review of contractual status to ensure compliance with contractual terms and milestones and identification of changes in scope in contracts* Manage the process for change in scope quantifications, preparation of budget and contract* amendments and presentation and negotiation with clients* Ensure timely and accurate completion of relevant databases (ClientLink, client tracking tools,* PMED, etc.)* Customize Parexel templates to meet client template requirements* Participate in the development and testing of tools and procedures* Participation in study start-up meetingsQualificationsSkills* Ability to:* Lead internal strategy meetings* Lead negotiations with client for assigned Asset/Project load* Confident to deal with all internal and external staff levels* Excellent negotiation skills* Excellent numeracy skills* Excellent analytical and problem solving skills* Good knowledge of cash flow and revenue recognition* Interpersonal skills and ability to manage multiple projects required* Above average organizational skills and attention to detail also required* Knowledge of MS Office, Excel and windows-based E-mail systems* Extensive use of telephone and face-to-face communications* Comprehensive knowledge of relevant software: Windows, Word, Excel, Outlook, Databases* Must be a team player adhering to departmental, as well as, corporate guidelines and standard* operating procedures, respectively* Strong Leadership skills* Excellent communication skills, both oral and writtenEducation* Juris Doctorate Degree or Graduate degree in Business or Life SciencesLanguage Skills* EnglishMinimum Work Experience* Minimum of 3 years work experience, preferably 1-2 years in one or more of the following environments: Proposal Development, Contract Administration, Clinical Contracting;* Pharmaceutical Contracting; Legal (Paralegal).* Alternatives: A combination of work experience and education may substitute for some requirements* in each qualification area.EEO DisclaimerParexel is an equal opportunity employer.
